In 2006, Seawall Development Company undertook the redevelopment of a vacant manufacturing building in the heart of Remington, a blighted Baltimore neighborhood. With the help of New Markets Tax Credit financing from Enterprise Community Partners, the newly formed development company launched the Miller’s Court project with four ambitious goals:

  • Create high-quality affordable housing for teachers in a supportive community environment, improving teacher retention and, ultimately, benefiting Baltimore’s schoolchildren.
  • Create shared nonprofit office space, providing opportunities for organizational growth and collaboration.
  • Spark revitalization in the surrounding Remington neighborhood, an area that experienced decades of high vacancy, disinvestment and had a reputation as a crime-ridden area.
  • Generate economic activity and create new jobs in a low-income community.

In June 2015, Miller’s Court won the prestigious Rudy Bruner Award for Urban Excellence. Join Thibault Manekin of Seawall Development Company and Elaine DiPietro of Enterprise Community Investment as they discuss the impact of Miller’s Court on Baltimore’s Remington neighborhood, and the important role that the New Markets Tax Credit plays in promoting investment in distressed communities.
