Housing& Policy

Policy and advocacy are central to Housing&’s mission to tackle the housing affordability crisis at its root. In response to clear feedback from our members we embraced the call to use our unique platform to influence housing policy across the region. By building public and private will, amplifying member campaigns, and championing equity-centered solutions, Housing& is driving systems-level change that creates lasting impact for the communities we serve.

Housing Indicator Tool (HIT)

Housing&’s Housing Indicator Tool – bolstered by the Urban Institute’s data collection – tells us that low-to-moderate income households experience the reatest housing needs. In 2024, in the Greater DC region, 25,930 new housing units were added (25,000 targeted) and 4,542 committed affordable units were added (13,600 targeted). The data reveals a pressing need for more affordable units across income levels, particularly for households with incomes below 30 percent of the area median income.

Regional Advocacy

Housing& advances the production, preservation, and protection of affordable housing by championing better housing policies and supporting affordable housing projects across the region. This includes:

  • Guiding members on effective advocacy strategies;
  • Educating government officials leaders on proven solutions to address the housing affordability crisis; and
  • Engaging directly with decision makers in support of critically needed affordable housing across the region.

Collaborative Solutions

Housing& leverages its diverse, cross-sector regional membership to bring together expert practitioners to better understand and address the most pressing challenges the affordable housing industry today. Our convening include:

  • Policy Committees for the District of Columbia, Maryland, and Virginia, respectively; and
  • Issue-specific working Groups that generate insights and recommendations for government leaders.

Policy Activations

Housing& brings data to life by activating insights from the Housing Indicator Tool and advancing policy solutions developed with our members. Through public events and forums, we educate stakeholders and deepen understanding on what’s needed to address the housing affordability crisis. Recent policy activations include:

Bolstering Hand Member Campaigns

Housing& has traditionally signed letters of support for broad-based initiatives (i.e. Low Income Housing Tax Credit and New Markets Tax Credit campaigns, among other items.). The organization has also extended its communications platforms to members looking to leverage their activities on the Housing& website, News & Notes distribution list (7,500+ inboxes), blog and social media.
